Questions
Will the result definitely be under 30 KB?
The tool always aims under the limit, never over, because upload forms reject a file that is one byte too large. It searches for the highest quality that still fits. If an image cannot reach 30 KB even at the lowest quality, it says so rather than handing you a file that will be refused.
Will it ruin the quality?
It only reduces quality as far as it has to. Small targets on a large photo are a pixel-count problem rather than a quality one, so once quality alone will not get there the image is scaled down instead — that produces a clean smaller image rather than a blurry large one.
Can I use a different size than 30 KB?

Is my file uploaded anywhere?
